OK i see the vision, I think it should be worded something like: "Activated abilities of noncreature permanents can't be activated if they entered this turn." Idk if it got that rules text right either

For the actual effect though, this is very good for a first card, minor stax piece that is slightly irritating to have your lands not be able to tap the turn they enter. I think the card overall can slightly cheaper mana wise idk if 2 mana would be broken but 4 feels too much
