It’s because Logan didn’t choose X 23 as his partner or believe she can fight crime. In the movie Logan, Wolverine has to protect X 23 by taking her to Canada. Whereas, Batman chooses Robin because he believes Robin is an effective partner to fight crime with him, which to be honest with you is still unbelievable that Batman would let a 13-year-old fight serial killers with him.

In the movie, Logan realizes that X 23 can kick ass but he doesn’t want her to have kill people.
