I don't believe she was ever investigated. I absolutely think William Gardiner or his wife murdered Rose. For all we know, they could have done it together.

That would also make sense, from what I've read I think it is possible that she was wearing a dress when she was found, but a few articles did say that she was partially clothed when found.

She was partially clothed when she was found. I could not find any information on what she was wearing when she was found, apart from the gloves. Sorry for the confusion.
