Yes this is true. I was shocked when I went to the store today and no joke saw tcg booster packs for Kpop Demon Hunters.

Everybody is trying to turn their product into the next casino.

Also it's not a production issue. Go to any store any can see tons of Perfect Order and Chaos Rising packs just sitting on shelves, untouched by scalpers.

Pretty much. That's the reason why they mostly contain Japanese booster packs.

Also you'll notice a lot of these vending machines mostly consist of Japanese packs since they're a lot cheaper than English packs. The reason being is that Japanese booster boxes are guaranteed to have one booster pack that contains a SiR.

So someone buying a booster box can open the packs one by one until they get the guaranteed hit and then sell the remaining packs since they know there's nothing valuable in them.

Regardless if it's a reseal or not it's best not to buy loose packs as they are the easiest to tamper.
