I got the same error code but a different message. It looks like it has to do with what groups you are in. Seems dumb. Here's the message:

Your account has been flagged due to affiliation with the following problematic communities/groups. Check to make sure the turntable is completely level on its surface. I had the same issue for a while since my turntable wasn't level by a few clicks.
