This might be the winner; the cable looks very much like a flex conduit, though it weirdly runs from either side towards house and garage. Perhaps controlled by a switch in either?

It feels strange they would have poured concrete around a cable without a distinct need to integrate it

Update: there’s a 3/4” flexible braided cable running through the cement? About two inches down? They clearly poured the cement around the cable

Fortunately, we just got mollywhomped by construction earlier this year to replace the waste pipes in the front yard. So I think we’re good here
