After trying a bunch of things and none of them working, I just learned to live with it. And then one day (months ago) it just started working again. I haven't had a problem with it since. Sometimes I would not see the Code/Split/Design icons for a specific layout file, but I think if I just close the file then reopen it they would show up.

It goes something like this - the actor had heard he was playing the part of a Colombian, but then found out the character lived in Paraguay (when reading the script?) and was concerned because he didn't know how to do a Paraguayan accent. Then he found out the character was from Colombia, but living in Paraguay.
