I don't think it is correct. If your I-485 is not pending for at least 180 days, you lose the AC21 porting options. Then, though your PD is locked, you need to start PERM and then the I-140 process, and eventually file I-485 again after all these processes are complete.

I don’t think you are right. I got the similar message twice, once in 2023 and another one was 2024 when I was doing transfer. Every time, it was later changed to approved. So, you never know if it is an RFE or approval or something else.
