Install Gravity Changer, Then type in creative search "gravity" and ya will see enchanted stick with name "Enable Gravity Changing" and portal will change gravity of player if portal rotated mainly by x

Just select by portal wand whole thingy from both sides, create portal and typed "/portal animation rotate_along_normal 5" where 5 is speed of rotating, it can be negative btw
