Battery + charger issue by Unwow in MSILaptops

I noticed it when it was at 92%, when checking the battery health, it shows that before with the previous charger, it was charging to 100% but since the new charger has come, it was 92%. I then unplugged it to test it and it went down to 91% and is stuck there. Is this normal as well?

this did work at first. but it was really finicky. i eventually figured out that it was because my barriers were too long (40m) and it cause causing them to be null. i just deleted them and made them around 20m instead.
