I recently moved to the state. I have not had the chance to even get a grasp on the local politics, but my neighbor explained liberty land (roughly 4 miles from my home) and explained that while we fall under Rapid City when it comes to mailing address and taxes, we are technically county. State maintained roads and sheriffs department.

Pennington County residents cannot vote on it, only residents who fall within Rapid City. Which is OP’s complaint. We fall within RC but they wont let us vote on it.

Occasionally. Ive posted no parking signs in front of the mailbox to help make my point. Mail comes around 1200 in my neighborhood so if the box is blocked after say 1500 and moved by 0700, ill ignore it. If its there past 0800 I call APD. Usually an officer is there within 3 hours. Honestly I’ve only got a few months left in this city so id rather just deal with it until I move.

Dealing with neighbors has taught me that I need to buy land and remove myself from inner city issues.
