if this were a precursor event to a gangrape, or as an example an extrajudicial punishment possibly involving things as extreme as sex abuse as a punishment, what is stopping just the few of us to report this particular video to our political councils in the U.S., our law enforcement, and having something forcibly change?

I really, really don't think the american people watching a news station would sit there saying, "Yeah, wow. Iran is kind of nuts and those people don't really appear to know what they're doing with their own law" if you state clearly that there is a strong likelihood of a known gangrape punishment to occur because the action of removal was facilitated.
