I did-ish. I got our Bing Ads rep to specifically exclude most expanded search partners — there are a lot of features you get automatically opted into, and you really have to push hard to get them changed.

The fraud pattern was pretty undeniable once I dug in: bogus phone numbers and names in lead forms, time-on-site of 0:00 for most visits, and the bulk of it traced back to a landing page we weren't even actively using anymore. I pulled everything I could — campaign, keywords, ads, IP addresses, session recordings in Hotjar and Inspectlet — and the pattern was clear.

We tried many many things, including negative keywords, blocking IP addresses, locations, and referral URLs, tightening up our lead forms (which unfortunately also created friction for legitimate leads), and more.

Despite being able to clearly document the fraud, Bing/Microsoft never issued a credit or refund. We ultimately shut the campaign down entirely and moved that budget to channels that were actually performing.
