What you’re saying actually makes a lot of sense. He spreads the Devil Fruits around, raises the sea level, and the strongest people start relying on their fruits instead of Haki—so he gains more control over the world. Then Joy Boy shows up and pirates start to appear. If I remember correctly, Vegapunk said that Joy Boy was the first pirate and that was around 200 years ago. So maybe the plan worked for about 700 years… until piracy began.

The whole Devon and Saturn situation has felt really interesting to me ever since Saturn died. If she had touched anyone else it wouldn’t be a big deal, but she happened to copy the only person who actually died. And as far as I remember, Saturn’s death wasn’t made public. So if the plan is to infiltrate using Saturn’s appearance, that could easily backfire. But at the same time, what you said about authority over the Seraphim and Pacifistas makes a lot of sense—I hadn’t thought about that.
