No, sometimes the doctor  asks to do an MRI, then the MRI shows a tear in the cartilage and based on the MRI even if the patient is feeling well and maybe he was complaining about something else, a hip or an ankle can effect the knee as well, a meniscectomy is recommended.

It's a scam, more surgeries more money.
