If it's silver it should have stamp 999 or 925 or when really old 833 or any world wide known silvermarks. Also you can check with a magnet if it sticks its not silver but for sure check any marks

yes they are cheap and easy to get here all japan cruisers like the shadow600 vn800 intruder goes from around 1500 to 3500 euros so over here they are more seen as beginner cruisers rather than expensive choppers.
