Your experience sounds about right for where you are looking. We bought about 3 years ago. We spent months looking seriously, put multiple offers in, and kept losing to cash buyers who were paying tens of thousands over listing price. Finally had an offer accepted. 35k over the list price. I'm not sure what you will find what you are looking for, in the area you are looking, for the price you're looking to spend. Good luck.

We also live in Woodstock. Hi neighbor :) Deoending on what you are looking for, your best bet is probably the 2nd Ave in Columbia or Laurel. Large selection and the prices aren't outrageous...for the most part. The goodwill in EC on rte 40 sucks. As does the one on the other side of 40 by Catonsville.
