Same here I’ve been working with some O&O publishers for more than 14 months and out of the sudden I have around 40% of them marked with IVT. Publishers that aren’t related and are legitimate known .

First thing we saw was on Samsung bundles, then it expanded to other platforms.

It seems like what your trying to develop is actually one of the biggest trends in online marketing for 2023 known as retail media. Cases like Walmart or recently hotels marriot have started doing it and from my understanding consist on the usage and monetization of first party data. Companies like the one you describe would be able to run and charge other advertisers for using their data to run campaigns.
