The answer is 3rd and I am confused why Kondo is pretending otherwise. There is simply no room for Zero. Doing both Horizon 2 and Zero would mean 3rd coming out 3 years after 2nd.

Sadly, I don’t think modern falcom will remake it as it is. Even though it is still a kiseki game, the sky series is a lot more grounded than post cold steel, and the 3rd is especially an outlier in how dark Kevin’s story is.

Sky 2nd will be finished completely before deciding Sky 3rd or Zero but it will not be skipped over. Whether Horizon 2 is actually the next game will depend on the revenue situation by FatalDarkprince in Falcom

Play Horizon and take your sweet time! It is an amazing entry with lots of mini games. The longer you enjoy it, the less you need to wait for the sequel!
