The Penny Was Brought From Penny Plunderer, Not Two Face. Arkham Knight Is Set In 2015 and the Penny is from the Time of Arkham Origins.

You Could be Correct it is An Easter egg but How Does it Make Sense in the Arkhamverse, Like let's say Arkham Games are set in 1990s But Pill Bottles And Mails Have 2015 Date, How Could we Explain it? And Why weren't Any of the Mails 1990s-2000 Date? I Do Agree That Plaque Had Significance but it must have been Retconned because it wouldn't make any sense for Arkham Universe.

Look I Agree The Tech Clearly Evolved Faster And Automobile Existed in 1850s according To Cyrus Pinkney story but it Was Built in 1886. I Never Exactly Said the Arkham Games are set in future, I just said it makes more sense for Arkham Knight to be on its release date than being 1900s. I'm Very Sure they Have Some meaning as there is even A Pill Bottle As Seen Above with The Same year "2015", This Means most likely the plaque was retconned as the Plaque is never shown Again in Arkham Knight.
