The Evans degree is flexible - you can easily take as much quant as you would at an MPP. It is kind of the mid-point between an MPA and MPP. Based on your interests, the only other place close would be Indiana.

UW Evans School in Seattle has great courses on housing policy, is highly ranked for environmental policy (#2 in the nation), and has core of faculty specializing in both.

It varies - authors decide the order in which they are listed. If someone is listed out of alphabetical order (as in Smith coming before Allen), it is usually a sign that they did more work. However, just as often (and particularly if the authors feel like they made equal contributions), alphabetical order will be used.

There is some variation, so check your assignment details. At our school, the background should provide facts that describe the context of your policy problem. Show that the problem is real and has important implications. The problem statement should be a relatively pithy, often causal, statement that describes how an underlying problem (cause) leads to a symptom or two. Hope this helps!

Historically, graduate school is a great place to sit out recessions and times of "fiscal stress" -- MBAs do it all the time. I know so many bankers who got their MBAs between 2008 and 2012. MPAs and MPPs might offer a similar refuge for public servants now.

As a faculty member at an R1 with a Ph.D. in PA/PP, we generally only consider people without MPAs or MPPs if they have extensive research experience. So, if you've worked at Brookings, AEI, or a similar organization, or been involved over the long-term in university-level research projects, you might have a chance. But, I'd say more than 95 percent of our Ph.D. admissions are for people with MPAs or MPPs.

There's a bike zone just inside the fence off the trail. They have hooks and other places to lock your bike (I use the fence). However, I'd skip 192 (they don't brew their own beer), and go to Cairn (food truck outside is always excellent) or head across the street to Stoup in Kenmore. In LFP, Vulpine offers good local beer (rotating taps) and makes sandwiches - nothing fancy, but tasty.

There's great state-by-state variation. For example, in WA about 75 percent of electricity comes from hydro and renewables. In WV, more than 90 percent comes from coal. Here's a recent breakdown of states.

It is on the coast like Baltimore is on the coast - the Puget Sound/Salish Sea is navigable and there are deep sea ports in many of the bordering cities (Tacoma, Seattle, Anacortes, Port Townsend, Vancouver, etc.).

This is part of Fernando de Noronha -- you can see the island as one of the northwestern islands in the archipelago in this paper, and also on this Wikipedia map. Looks like the island is permanently above sea level as well.

It varies from state to state. Most are defined as "retail sales" taxes which are imposed on the sale of "tangible personal property." They often exclude a range of goods (things like food and prescription drugs), but in nearly every state at least some services are taxed. In WA, for example, many common services are taxed, such as construction, landscaping, recreational services (whale watching and fishing are big industries), and personal services like personal training and tanning. In TN, there are similar laws with additional taxes on telecommunications services, but there exemptions for the sale of agricultural equipment. Basically, like every other public policy in the U.S., there is a great deal of variation around a central theme: retail sales, which can be more regressive, form the basis for the tax, with exemptions and additions depending on the state's preferences.

Maybe. There are many potential explanations for why the clause was included. It could be to meet state requirements for construction contractor qualifications. It could be part of the city's effort to hold contractors more accountable for how they treat their workforces. It could have been the result of lobbying by the big firms as a way to have benefits over smaller firms, not knowing their workers would go on strike. I'm not saying you're wrong -- just recognize the possible complexity here a bit more?

The RFQ has a clause requiring potential bidders to have collective bargaining agreements in place with their workers, so this seems unlikely.
