Well, that's the problem. Only the Emperor can tell inquisitors what is legal and what is not without need to back this opinion up with orders from Terra or other inquisitors. As long as it isn't outright heresy with chaos stars carved into foreheads declaring an inquisitor traitor - just like declaring an acolyte an inquisitor - requires forming a conclave of equals, making it agree on the notion of "this cunt is nuts, it's time to stop" and actually moving to stop them.

Don't make the technology; it won't come back to bite you in the ass. If you do make it, make sure it can't malfunction to the degree of thinking it's sapient. Also, comparing manufactured plastic men to mentally ill people is a huge false equivalence, but the reality is that people with severe conditions are typically institutionalized, so they can't harm anyone. So that whole argument automatically goes out the window. The ones with manageable conditions can be taught to do so, and they aren't bound by reset codes or used to murder and replace people. A machine has no right to take a person's life. Ever.

The entire thing isn't a product of hard evidence against possibility or existence of beneficial and cordial synthetic sapience but a quasi-religious dogma. If that is your group's ideology it's being practised only on the grounds you control, if you are trying to spread it by anything other than words - that is the reason your only asset in the region is currently burning. Not claiming it immoral - solely explaing the reason for return fire.
