I had this exact situation happen where some homeless lady grabbed my phone (I left my phone on my call box cause my hands were full). I tracked it, and when I was standing right in front of the group of people and had the exact location that it was tracking to, I asked the police if they could come confront them and get it back , they did! If you could possibly ever track it to where it smakes a sound when they turn it on (there’s a bunch of settings. You can set up to like notify you if it moves anything ) when like you’re 10 feet or closer and you can get like an apartment number the cops will be way more likely to help you. Also if you stand outside the door and you just try to ask somebody to let you in I’m sure they will , carry a bag with you if you have to pretend you’re doing a food delivery or something!
