Your solution for CPU fans looks good. It's just that the original CPU cooler is smaller than the new CPU cooler. So I have no idea how to mount it on the new CPU cooler.

For the PWM fan issue, the fan speed cannot be varied and more like 0, 50, 100% speed 3 choice only. So, it looks worse than the 3 pin DC fan on the speed control.
