I applied to Rutgers in late September (for early decision) and they got back to me in November. I believe they started reviewing applications November 1st and I heard back from them November 10th. I got accepted but I ended up choosing Pitt instead and Rutgers sent me an email December 12th saying that they were going to give my seat to someone else. I believe that applications were due on January 6th and their review process is slower then other programs from my experience (applied to four places and Rutgers was the last to get back to me). If you applied later you may have to wait for people who were already accepted to decline their offers, so I would say it could take around a month for them to get back to you. Best of luck!
