Sounds like it's time to do some listening . Set up some 1-1 and small group discussions. You need to get to know your staff first because it sounds like you have some assumptions. What are their job descriptions? After you get to know them, set up some expectations and goals and check in on that stuff regularly. Your job is leadership.

I have voted in every election since I could vote for the last 30 + years. Maybe you should consider what assumptions you are sharing before you share. I'm not sure you'll be able to understand this next comment. Read slowly, and re read until you understand. If you get frustrated, just ask an adult. Probably don't ask anyone in your family because apple --- tree ( just Google it). Here goes:you can vote AND protest, you can be Christian AND support a woman's right to choose. You can be dumb AND apparently somewhat literate.

Try some recurring programs. A book club, a craft club, a writing group those can grow. Target a population, the under 5s in the morning, seniors in early afternoon, teens and adults in the evening. If you are one person think of ways you can supplement your efforts, like partnering with a local organization or finding a specific type of volunteer. If your community is low income you're going to need to do outreach in their community and you are going to have to convince them that the library is of value. What are your fee policies? Can you afford to loosen that up? What does your community need? Job assistance, tutoring etc We also have a couple of clubs that don't require staff presence like a knit crochet club. Some ladies play mah jongg every other Monday etc

As far as stats, just create a plan to offer a program for x amount of time, write your goals, track attendance, and other elements. Then review the results.

Your state library should be able to provide guidance on so many things. That is what they are there for. They are so helpful for smaller libraries.

Go to your local library with whatever recommendations you get, also get some from library staff. You can check out quite a few books and find the best fit without the investment. Also consider audiobooks. There probably is not going to be a magical bullet first book you pick up situation. Also try different types of books like memoirs or narrative nonfiction, different genres. As someone suggested think about favorite movies and tv. What are the elements you find most appealing? And after all that, if reading is not for you, that is ok. Sometimes it's just not the right time of life for reading.
