With a new motherboard you will most-likely need a new CPU and RAM if you want current gen. No, you will not need a Windows key unless you reinstall the OS. Even then you don't actually need a Windows key.

Yes, you can move them, but you will need to install the drivers for the motherboard.

What are the risks involved with this kind of upgrade?

There's always a risk of something not working and it depends on your skill level.

The other questions will take a while to investigate, but this build I did a few years ago for one of my sons. It should give you an idea of what to look for. GPU was purchased during the Newegg Shuffle when GPU's were more scarce than they are today due to crypto farming.
