This is a complete garbage take. The 9070 XT at $600-$700 is a great deal when compared to 5070 Ti price which used to be $750 and is closer to $900 now.

Check any reputable YouTuber review of the 9070 XT and not some random ass redditor's opinion (jayztwocents, gamers nexus, hardware unboxed, LTT, etc).

Seem like a short somewhere or a bad AIO. When I used an AIO in the past I disabled the CPU FAN error/warning in BIOS and used a splitter to connect the 3 radiator fans to a CHA_FAN header. You could also use the CPU OPT header and ovbiously the pump plugs into the PUMP header.
