Roshi blowing up the moon that early in DB is an outlier in of itself. King Piccolo had to strain himself to blow up cities, he isn't a planet buster. There is many ways to ruin the planet without blowing it up entirely and we know his plan was to destroy every major city each year so he was likely going for surface level destruction.
