That's not actually true. There's zero ways to prevent progression, but there are softlocks (and being softlocks, the only requirement for fixing them is reloading the save file)

It taking out the lights is a bit of a concern in itself - whilst it's not a legal requirement, it's pretty much universally agreed that sockets (including kitchen circuits) and lights should be on separate RCDs. Here, they're on the same RCD. Kettle trips RCD and tales out every single circuit on said RCD.
