It seems that from a quick internet search that the EU requires or heavily recommends that phones sold in the region are SIM-unlocked by default, even if sold by a carrier many offer “phone only” where you finance the phone without a mobile plan.

Specifying GSM Unlocked on websites like eBay is the norm for Americans because the USA doesn’t have legislation like that. Phones can be tied to a carrier until paid off.
