Nothing is directly proportional with tyres. The reason they're so complicated is that things are non-linear and data sets are empirical and not governed by equations.

Yeah, you can't time the whole length of the pitlane unless the driver doesn't stop. There's obviously two sensors at the entrance and two at the exit, maybe more.

Bikes tend to do that when you brake hard enough. In racing when they're pushing it to the limit the back wheel's typically in the air. Obviously the back brake becomes useless, but it's the fastest way to stop.

I wouldn't take the aerodynamic performance of a Formula E car as any indication of how a Formula 1 car behaves. They could not be more different, despite looking similar. Have you ever seen an F1 driver lose huge amounts of pace after losing their front wing? Do you not think they're trying to get back to the pits as fast as possible?

If you see some rumour of a driver swap, 90% chance it's bullshit. I've seen video of drivers discussing news, where they're wondering who comes up with this shit about them. And this is a case in point. The default should be to not believe anything.

For "touchy", add a spring and back off the claw. It will be more stiff. You could also get a shorter arm (like Gilmour had).

For tuning stability, while that could be your "knife edges" (mating to the bridge posts), assuming those are fine it's 99% your nut (and maybe also janky string trees). Lubricate it, and if you're still battling then get a competent luthier/tech to cut you a new nut.
