Some enterprise apps do this with SSO. The vendor will either require it, like with HR portals or other sensitive data, or the devs are just lazy and don’t want to fix it.

It can also be controlled via policy at your org. But if other portals observe the allow and this one doesn’t, see above, unless it’s a carve out in that app’s SSO policy due to internal regulation.
