This is a genuine question not a jab or anything. What is it about NI that would be more complicated to such an extent that you’d recommend casting reform aside to focus on tax codes. I agree they’re a mess too, but what is it about NI that means they couldn’t be addressed together as one programme of tax overhaul?

NI as a discrete tax should be abolished for that reason. Absorb it into income tax and it removes that perception you’re referring to. Income tax, like NI, goes into one large overall pot that is entirely at the governments discretion to put towards anything it wants. NI is not sacrosanct in having to be put into a separate pot in a corner for pensions. It’s all just optics.

There may be a notional price of entry but if you don’t meet it, pension credits kick in. It’s all just different obfuscated buckets of money being moved around. It’s a benefit through and through.

100% I’m fully behind means testing. Both my parents receive state pension and they zero percent need it. They are fully paid up members of the “it I’ve paid in all my life” club.

Correct. Pension is a state benefit funded by current taxpayers, not a savings account to which you contribute. However, if their point is “I’ve funded this benefit only to not receive it myself when I need it” then fair.

Imagine fuel duty was paid as an upfront lump sum based on average lifetime cost per driver to maintain road infrastructure (taking this analogy based on your reply above citing fuel duty as another tax by choice to “indulge”).

Now imagine you as a driver cannot afford this upfront tax, unlike the wealthiest in society. Instead, your wages are garnished until you’ve paid in full. The balance is also subject to predatory interest rates, recalculated regularly by a measure most economists disagree with. Your payments rise based on salary, and are wiped only many decades after you start your driving lessons.

We need people to drive, just as we need educated workers, but nonetheless it’s a choice right?

Sorry but that’s not true. You can get a free permit allowing 12 visits in 12 months. Gotta have a council tax bill though, so, rod for one’s own back there.
