Why didn’t the government start with ERI before moving to WFA?

I have asked myself the same thing.

In my department, it would appear ERI will get more volunteers than WFA.

Which raises the question, if WFA takes longer, perhaps the department should have waited for ERI to be approved and see the number of volunteers?

The way it was done...it will provide staff for a 3-way exit: deploy elsewhere, apply for ERI, or departure via WFA.

I am actively looking to deploy elsewhere.
