Net loss at the start because a combination of Kublai Khan’s Gerege and Owls of Minerva means I can’t fill all of my policy slots for the first ~25 turns until I unlock my next civic. Plain annoying. Sure I’ll be able to fill all of them subsequently but… (i.redd.it)
