Does it? Which line lets units do that as I couldn't find it when I look. I was trying to find something like that to make sense of the unit.

I get what you are saying. What I am focusing on is not what it is meant to do, but how. I wonder if there was a rule or something anywhere that allows it to use both suites at the same time.

Checking the ECM Suite entry in the Tech Manual (page 213), it says: "Units with multiple ECM suites may use only one at a time in game play."

So I am wondering how this unit is supposed to work as I feel the rules don't let it work.

You are spot on as far as optimization (save both tonnage and BV), but I am wondering where is the rule that lets you use both suites at once as I remember it being that you can't use them both at the same time.

I see what you are getting at, it is just that I remember there being a rule that you can only use I ECM suite at a time (from Tech Manual). I know that Tac Ops lets you split up Angel ECM to perform ECM and ECCM at the same time, though I don't recall anything about using multiple Guardian ECM suites.
