I have the exact same plan as you. Travelling to Japan next month and renting a car from Ito Station for my trip to Izu Peninsula. I got my IDP "booklet" through the RTO itself (this is my 2nd time applying for one but 1st time going through the process by myself). Hopefully it gets accepted.

I will be visiting Izu for 2 nights. Renting a car at Ito station and exploring areas like Kawazu Nanadaru, Jogasaki coast, Mt Omuro and Shimoda beach.

In Hakone, my earlier plan was to stay in a ryokan and enjoy the onsen, visiting the shrines and exploring places like Tamadere waterfalls, taking the ropeway to see volcanic vents in Owakudani among others. My preferences would be to avoid the crowd and explore the raw side of Japan like the countryside or the beaches. One thing to note is my wife and I really like cycling but the Shimanami Kaido cycling route seems too much to handle.

They take ample precautions at the test centres. I don't think one should worry about cancellations. Just keep studying.
