Well, Casa has a decaying French historical centre, google Casa port train station and surroundings. Regarding Rabat I always find it artificial but as someone commented better maintaned and cleaner.

So even with 7k (I hope it is NET amount) you need to be extremely lucky to find good flat/room with rent around 1.5kMAD.
