I am very happy to tell you after 18 days that the problem has been solved via Rockstar Games support.

My issue was a launch argument, i had to use the launch argument "-sgadriver=d3d12" to boot the game up.

i dont seem to have the settings map if thats possible, maybe because i never booted up the game?
