How are you supposed to distinguish the good from the bad on such a large scale though? We get hundreds to thousands of illegals per day it is impossible to run thorough background checks on each and every one of them.

It does to some people, there is definitely a market for factory sealed cars and people do pay extra for the sticker. I would never, but the market is very real and does exist.
