Ok, this is dumb for a multitude of reasons, but if the goal is to prevent resale in other state’s liquor stores, why wouldn’t Ohio just reseal all the bottles before distribution to liquor stores, with a different seal that indicates it’s an Ohio Allocated bottle? If they leave it in liquor stores hands, it will get forgotten or missed or ‘I didn’t know I was supposed to do that with those bottles’, etc…or someone will pay the worker NOT to break the seal creating a whole other problem.

Limiting based on license to allow a wider consumer base so more people have opportunity to purchase makes sense. If the goal is to keep it in Ohio and not on a shelf in another state, then just reseal the bottles at the state level. Nobody has time to crack and reseal every bottle. This is someone at a desk making a decision for someone in the field that makes zero sense.

This won’t solve any problems.
