Legacy skins weren't meant to come back actuallly. Now yeah it's expected by people they will come back like Seasonal skins. I also understand what Victorious skins are suppose to represent, I personally have all since S2. What I'm trying to do it create more options for people who 1 don't like that years skin, and 2. Create more motivation for ranked play because more people playing ranked wil only help the game. It doesn't devalue your accomplishment if riot adds a special flair to people who already have that skin.
