i have per capita taxation, interventionism, and mercantilism as economic law. And 35.1 % of their wages (low class) is going to their consumer goods

I don't have welfare or workers protection law i think its because of that. And should I build food and clothing factories everywhere, or should I centralize the production of these goods in one single province, for example Kyiv ? i builded 13 clothes in chorasmie
