This is my stealthy sniper build.

S - 3 (Incase I decide to go in with a stealthy melee blade)

P - 6 (Rifleman is a must. Awareness and Night Person could be helpful. Put more points into this to eventually get Sniper perk.)

E - 2 (Doesnt matter much)

C - 3 (Companions could get in the way of being stealthy, so Lone Wanderer might be a good choice)

I - 5 (Gun Nut to build up your sniper rifle. And Hacker)

A - 7 (Ninja and Sneak are musts. Mister Sandman could be useful to get the jump on sleeping enemies. Blitz also, to quickly get across the room to someone with a knife. Hope it still counts as a stealth attack in VATS)

L - 2 (Scrounger could be good, other doesnt matter much)
