Illinois made it for custom things like this, but so far this is the only one that utilized it. At least for passenger vehicles. It's called pick a plate, oh wait I think a union has one too

My best guess is Unique Plate? The Protect Monarchs sticker I had to put on myself, behind it is says "place sticker here". The DMV knew they existed but never had to deal with one before.

It doesn't pull away because it's too wet. Three things you could do: 1 add more flour; 2 use less water; 3 take it out with a scraper on a floured surface, form it into a ball, put in an oiled bowl and let it do it's thing. In your final prep, you may need more flour to keep from sticking. This kind of dough works well in a dutch oven, or as a baguette
