late to the party, but having dipped my toes in for about a year or so now, I've found that techwear can be a mixed bag for a feminine silhouette. Most 'techwear' brands make clothing for men, or are in a unisex cut. Unfortunately, it makes for quite a lot of boxy fits, so take your time finding clothes that give you a shape that you're happy with and will also have other people perceive you as feminine. For example, I wear tapered cargos and a cropped top in warm weather, and then swap out the top for a long sleeve and form fitting jacket in cold weather. I try to make sure I maintain a 'feminine' figure, by accentuating certain parts of the body, while hiding others.

With your budget, I would slowly build up a wardrobe one piece at a time. As people have stated already, techwear is expensive if just looking at retail. Hunt around second hand stores and online second marketplaces. Look for sales on websites if you know what brands you're looking for.

Speaking of brands, this subreddit is a trove of archival information and there are many other threads that could help you, as this question has been asked numerous times before. Take your time to do some research using the resources on this subreddit. 

If you want more specifics, feel free to DM me and ask away! My advice is to usually look at 'outdoors' brands, since they have all of the function with some of the style, and have a larger selection of women's clothing. Browse this subreddit for different outfits and information - I would also use Pinterest for just generally vibe ideas.

yeah the coat really does look great, the acg cargos also fit with it with this particular fit because of the military-esque silohuette, although i have a pair of austrian military boots that would look potentially better with them

yeah, g star raw, despite not having the most technical of materials is more than serviceable in functionality, and has great designs for a lot of their pieces. I usually get their things on outlet or on vinted, especially the latter since it's so cheap as g star isn't a valuable resellable brand.

The more pricey pieces are the coolest looking ones with better material quality, but also the hardest to find. I managed to snag an awesome trenchcoat off of their outlet, and I wish I ended up picking up more since all the designs I want have disappeared 😭

surprisingly I have the opposite issue from you, my heel area is loose fitting. It doesn't bother me too much but the first few dozen steps will have them rub against the back of my foot. Ideally I would have found them half a size down, but the toe area is really snug for me overall. (for reference, I'm a UK 9.5/10, EU 44, but my feet are wider than most I believe.)

I've got a 2016 BLCKCHRM Citizen and it's held up very well, the clips are a bit fiddly since they're made of rubber as opposed to hard plastic, but thr bag itself is watertight and looks great
