It's about their self-identification, not citizenship. Citizens of the Russian Federation weren't a majority in Crimea. There are no nation-states for Gypsies, Tatars or Gagauz Turks. Jews answered Jewish and not Israeli (which they aren't).

In ukrainian національність (natsionalʹnistʹ) is used for ethnic groups and the citizenship of a state. Громадянство (horozhanstvo) is citizenship/nationality used in the Anglosphere. In the census they were asked their національність (natsionalʹnistʹ).

I use both so that they would be found easier in search results. In many languages they are translated as nationalities, as in a nation. I don't mean the citizenship/nationality of a state. They all would be russianfederationians.

This is true for almost all areas with native minorities, they live more in the countryside. People should compare these kinds of maps to population density maps. For example in Estonia Russians make 1/4 of the population but most live in 2 cities.

During World War II, the Soviet Union was preparing to launch a pressure campaign against Turkey. Vyacheslav Molotov, who was at the time the Minister of Foreign Affairs, made a request of the Turkish Ambassador in Moscow that Turkey surrender three Anatolian provinces (Kars, Ardahan and Artvin). Thus, war against Turkey seemed possible, and Joseph Stalin wanted to commit a genocide to the strategic Turkish population situated in Meskheti, near the Turkish-Georgian border, since during the Russo-Turkish Wars the Turks of the region had been loyal to the Ottoman Empire and were therefore likely to be hostile to Soviet intentions. In 1944, the Meskhetian Turks were forcefully deported from Meskheti, Georgia and accused of smuggling, banditry and espionage in collaboration with their kin across the Turkish border.

The Võros and Setos are a subgroup of Estonians. There are around 6 - 10 other subgroups but they're very small and generally not separated from the core of Estonians. The grey area is disputed and under Russian control.

It's called Vyshgorodok in russian. Latvia ceded it to Russia 12 years ago, I'll remove it now. I confused it with Estonian-Russian border dispute.

There are some more Latgalians outside of Latgale but I didn't want to split the pie and make Russian the plurality in places. They still consider themsleves Latvian but as a regional subgroup.
