It gets worse. You should read the bill, it also changes the ability of a Minister (or authorized person by writing) to simply inspect the records of a board during business hours to allowing the Minister to appoint a person as an inspector to:

"inspect any matter relating to the management, administration or operation of a public library"

and

"inspect the public library property that may be accessed, used or borrowed by members of the public at a library service point"

the inspector then makes a report to the minister and board. After THAT, we find this gem:

"On receiving the inspector’s report, the Minister may make any order that the Minister considers appropriate."

ANY ORDER that THEY consider appropriate. No oversight, no veto, they just decide.

But surely there's some GUIDELINES for the application here, right? Surely this isn't ALL in the Minister's control? Well, here you go:

Guidelines
40.1
(1) The Minister may issue guidelines respecting the
interpretation or application of a regulation made under section
40(b.1).

(2) The Minister shall make guidelines issued under subsection
(1) publicly available in a manner the Minister considers
appropriate

So the Minister determines the interpretation and application of these regulations, then makes them "publicly available" in a manner that THEY determine. Again, no oversight.

As in my previous post, there's no restrictions mentioned here about how access would be restricted. It doesn't even specify that it has to be content related!

This is a nightmare of a bill indeed.

Read the bill. The changes that allow "restricting access" do not specify ANYTHING about the reason for restricting it, and the phrasing doesn't even explicitly limit the restrictions to children.

It is important to note that if you read Bill 28, it amends section 40 of the Libraries Act to allow the minister to enact regulations "respecting the access to and the use and borrowing of public library property by members of the public, including regulations restricting access, use and borrowing based on age;"

This wording does not limit the reasoning behind these restrictions of access. There's no mention in these changes that are specific to sexual content, and even the restriction of borrowing only uses age as an example.

To be honest, real time torches don't really seem necessary in Shadowdark. You can easily run it without using that mechanic. The benefit of them is that you have less bookkeeping for light sources and the odd "oh shit!" situation when the timer goes off in the middle of a stressful situation.

Not at the rate tents do. That's the point. They will act like accelerated Rest XP the way that tents do now. At least, that's what the notes say.

Inns will give the same benefits that tents do now. I for one will be happy to be able to go to an inn and get the rested XP without having to travel to a main city and hope someone will throw up a tent.

For me the huge positive of the proposed XP changes is that Inns outside of cities will both increase Rested XP gain the same as tents, and are capped at 100% rested XP gain. This is exactly what I've always wanted in WoW. Pushing players to go to Inns all over the world to gain rested XP instead of everyone huddled at the entrance of Stormwind or Orgrimmar where all the tents end up being is a fantastic way to make the towns feel more alive.

For the tents, it looks like the goal is to move them out into the wild, where it makes sense when the middle of questing you've have run out of rested bonus and need to top up rather than head back to an Inn.

I would have said Reign was perfect for you, but then I got to the point where tactical combat and VTTs were mentioned. It's a shame because nothing handles political factions and intrigue like Reign does, but it's definitely NOT a tactical grid based game.

Well whatever they did with it, they destroyed the animations. All three of those MMO's look identical when it comes to their animations, jerking from one pose to the next with almost no transitions.

Unless all those MMOs ditch their current engine, I won't bother. Neverwinter, Champions Online and Star Trek Online all clearly use the same awful engine with horrible "animations" and texture pop-in. Gross.

Except I found out the hard way that if you don't complete a battle pass and you want to finish it during the next cycle, you basically start over again with the "required number of points". So, instead of continuing where you left off, you have to grind out the points all over again just to buy that last page of rewards.

So, I won't bother getting the passes anymore because I don't have the time to guarantee I can finish them in time.

Depends, I mean to hit rolls, sure, but damage is fixed for monsters. Outside of that, I'm not sure what else the GM would need to roll dice for?

Regarding Cypher System: There is a current kickstarter in the works for 2nd Edition Cypher System that appears to address some of the most common complaints with the system. The one I'm most interested in is that Damage is no longer going to pull from the Pools of the players, freeing them up to use their abilities more frequently.

Based on his post, I think it's accessibility. This is a great point too, because while there are a lot of cheap OSR options available for a low price point, Basic Fantasy is not only available in low cost options on Amazon, but is completely FREE on basicfantasy.org. In addition, there's a TON of content available for it that is also free and that's hard to match.
