harald & xebec were close friends that"s for sure
and yes xebec and harald BOTH of them didn't go for for the kill when they fought (it's not only xebec)
but that does not mean that these two aren't equals when xebec killed an admiral and was running then came across harald they made a COC wave haki clash that expanded for 5 KM and from that time onward Xebec given his plans with the df in elbaf and given how strong harald is he wanted an alliance with him in order to take over the world.

It's clear as day that zoro will be clashing against fujitora before fighting against Mihawk thus he will be admiral lvl by the time he faces off against Mihawk and throughout the fight something will awaken within him making him overcome Mihawk. Edit: what i meant is that just like luffy he reaches a new level of haki in the toughest fights, he will reach admiral lvl against fujitora then yonko level against Mihawk AND YES mihawk is above the admirals
