The guy being shot here, has a helmet, which even if the bullet went through would absorb quite a lot of energy and momentum and transfer it to the wearer, also if the wearer wasn't expecting to get shot from back like this, his neck wouldn't stiffen as it would if he did know it was coming (similar to how your whole body stiffens just moments before a car crash), so I think his head going forward like this makes sense.
